The 5th session of the 12th National People’s Congress
NPC
The NPC is the highest organ of State power. Its major functions are to amend the constitution and supervise its implementation, amend the laws, to elect the president and vice president of the PRC, etc. examine and approve government reports; to examine and approve the plan for national economic and social development and reports on its implementation; to examine and approve the State budget and reports on its implementation, etc. There are more than 2,900 NPC deputies. The NPC is elected for a term of 5 years, and it meets in session once a year, the meeting usually lasts for two weeks.

Standing Committee of NPC
It is the permanent organ of the NPC which composes of more 170 deputies, including chairman of the Standing Committee Wu Bangguo and 13 vice chairmen. Members of the Standing Committee of the NPC are elected by the deputies to the NPC. Meeting is held once every two months. The term is the same as the NPC. Functions of the Standing Committee include legislation, interpretation of the constitution and laws, supervision of the enforcement of the constitution, supervision of the work of other state organs, appointment and removal and decision-making over important issues in the life of the state etc.

HK deputies
There are 36 Hong Kong deputies, coming from various professional fields, nine of them are women. The 36 deputies were elected in December, 2012, 23 are incumbents, their term will end in March, 2018.

The 2nd session of the 12th National People’s Congress
I’ve made three submissions to the NPC this year, concerning the “suggestions on the climate change and poverty”, “suggestions to improve the medical system and service” and the “suggestions on marketization of interest rate”.
NPC visit in Changchun
The 1st session of the 12th National People’s Congress
I’ve made eight suggestions during the meeting: 1. To support the migrant workers to start their own businesses in the hometown; 2. Suggestions regarding the problem loans; 3. Review the policy of “Individual Visit Scheme” and “multiple-entry permit”; 4. Follow-up on the issue of mainland single parents, and their dependent children in Hong Kong; 5. Further support to the social organisations, especially on their labour and administrative costs; 6. Schooling of Hong Kong children in mainland; 7. To protect the rights of the domestic workers through legislation; 8. Strengthen Corporate Social Responsibility of the leading enterprises.

NPC deputies' visit to Yunnan

I've made 5 suggestions during the 5th session of the 11th National People's Congress meeting, relating to 1. better cooperation between Hong Kong and mainland cites; 2. including issues related to the food safety and cultivated land protection; 3. social ethics and civic spirit; 4. Early Childhood Education; and 5. corporate social responsibility in leading enterprises.
NPC trip to Harbin
The 4th session of the 11th National People's Congress
I've made 5 suggestions during the 4th session of the 11th National People's Congress meeting, relating to 1. family reunion; 2. policies on climate change and poverty; 3. food safety and food waste management; 4. national tobacco control; and 5. promoting charities.
NPC delegates visit Shanghai World Expo
The NPC delegates visited Shanghai World Expo recently. We toured several pavilions, such as the pavilions of Hong Kong, Macau, UK, Spain, Canada, Chinese Private Enterprise, and certainly China. We also met with the officials there including Secretary of the CPC Shanghai Municipal Committee Yu Zhengsheng, Mayor of Shanghai Han Zheng, Vice chairman of the Standing Committee of the NPC Han Qide.
NPC trip to Jiangsu
NPC HK delegates made a visit to Jiangsu province. We visited quite many places such as Dr. Sun Yat sen’s Mansoleum in Nanjing, Lianyungang, Huaguo Mountain and its highest peak Yunu Peak and Lingshan Grand Buddha, etc.
Meeting with welfare sector
I joined other Hong Kong NPC Deputies and member of CPPCC to share our observations and views on the welfare sector and social development.
